In our college they said to enclose the marks card…. So can i speed post the acknowledgement, DD, FIR and send it to vtu belgaum…… Will i receive the duplicate marks card to out residence address sir? Write a letter to the VTU registrar. So what should I do?

Most probably he is talking about handwritten letter. After a week you can collect the PDC, you have to carry any government ID photocopy and acknowledgement. Write a mail, or Approach VTU regional office and enquire about address change. The whole procedure of getting PDC provisional degree certificate hardly takes 15days.

You better go to VTU, Belgaum. I asked them to help, but they said there was another option with SBI, called PayUmoney, and fomr that option is missing.
